I don't think that change should be a problem. We left it out because it seemed un-necessary, as there's no real reason to run multiple instances in regular usage. However I can see the benefit to production/testing, and it won't effect users at all, so I will make the change in the official specs this afternoon.

NEIGHBORS command issue

Just a quick hit with regards to the NEIGHBORs command. Could we change this to use an IP:PORT pairing instead of strictly the IP? It would really facilitate in making it possible to run multiple instances on a single computer (for testing). As is, you'd just have a list of the same IPs over and over when testing multiple copies on the same computer. With the port numbers such testing would be possible.
